The aim of this program is to train professionals who have acquired universal knowledge in the fields of administration, politics, law, urban-environment, economics, and finance, and who are interested in the administrative, political, social, economic, and legal issues of local, regional, national, and international communities; who can analyze these issues, generate solutions to them, and contribute to society; who can practice their profession in national and international institutions, develop themselves, apply their profession in group work, and possess professional ethics.

Education and training are provided in the form of both formal and distance education. In addition, internships (non-compulsory) are provided in public or private sector workplaces.

Students graduating from this department,

PLO1: Have sufficient knowledge in the fields of administration, politics, law, urban-environment, economics and finance.

PLO2: Identify, analyse and propose solutions to national and global problems by following current studies in the fields of administration, politics, law, urban-environment, economics and finance and legislation in the field of public administration.

PLO3: Carry out independent scientific research and studies within or between disciplines related to the field.

PLO4: Work effectively in multidisciplinary teams, take responsibility, determine the goals and objectives of the group and transfer their knowledge about their field to their teammates.

PLO5: Communicate effectively verbally and in writing in the field and have social competences.

PLO6: Develop an awareness of the necessity of lifelong learning and critical thinking.

PLO7: Behave in accordance with social and professional ethical values.

PLO8: Apply the knowledge they have acquired in the fields of management, politics, law, urban-environment, economics and finance (on the axis of sustainability understanding) in private and public institutions with the awareness of social justice, universal rights, gender equality and environmental sensitivity.

1. Measurement and evaluation methods; exam types and their course  contribution to the success grade, the Higher Education Council (YÖK)  in accordance with the basic principles determined by the higher education institutions  determined by the senate.

3. Letter and/or numeric grading systems are used in the evaluation of student success.

The quality assurance of this undergraduate program is provided according to the "Procedures and Principles for Providing Quality Assurance of Higher Education Diploma Programs":

1. Creation and Approval of Educational Programs:

1.1. YÖK determines the minimum standards and criteria required for opening undergraduate departments and programs in higher education institutions.

1.2. The curriculum of undergraduate programs in higher education institutions and the learning outcomes that each program will provide to students are determined by the senates of higher education institutions in accordance with the basic principles determined by YÖK on these issues.

1.3. The curriculum of the National Core Education Programs is implemented by higher education institutions with the approval of YÖK after being approved by the relevant Deans' Council.

2. Measurement-Evaluation: The measurement and evaluation of the learning outcomes that each undergraduate program will provide to the student is carried out in accordance with the education, training and examination regulations prepared by higher education institutions in accordance with the basic principles determined by the Council of Higher Education on these issues.

3. Documentation: Students enrolled in undergraduate programs receive a bachelor's degree if they successfully complete the course credits and other obligations determined by the higher education institutions.

4. Self-Assessment-External Evaluation: In the context of continuous monitoring, higher education institutions enter the "Internal Institutional Evaluation Reports" of the previous year into the Information System prepared by the Higher Education Quality Council (YÖKAK) at the beginning of each year. YÖKAK shares the "Institutional Feedback Report" prepared for the external evaluation of higher education institutions with the public. In addition, accreditation decisions made by accreditation institutions authorized or recognized by YÖKAK also show that the quality assurance of the programs' qualifications is provided. YÖKAK conducts regular review activities regarding the qualifications determined in accordance with the legislation.

5. Karadeniz Technical University Faculty of Economics and Administrative Sciences Department of Public Administration has been accredited by the Social, Human and Basic Sciences Accreditation and Rating Association (STAR) for 3 years (02.04.2025-02.04.2028).

1. Graduating from secondary education institutions or foreign secondary education institutions whose equivalence is approved by the Ministry of National Education and meeting the admission requirements to undergraduate programs of higher education institutions.

2. Being placed in the relevant undergraduate program of the higher education institution as a result of the central exam conducted by the Center for Assessment, Selection and Placement (ÖSYM), the procedures and principles of which are determined by YÖK.

3. Having received the sufficient score as a result of the central exam conducted by ÖSYM for programs of higher education institutions that accept students with special talent exams, the procedures and principles of which are determined by YÖK, and having passed the special talent exam.

4. Being placed in undergraduate programs that are a continuation of the fields they have graduated from in higher education institutions as a result of the Vertical Transfer Exam (DGS) conducted by ÖSYM, the procedures and principles of which are determined by YÖK.

5. Foreign students are accepted with TR-YÖS and equivalent high school diplomas.

1. Those who have a bachelor's degree can continue to graduate programs and, if they meet the relevant conditions, to doctoral and art proficiency programs accepted with a bachelor's degree.

2. Undergraduate students have the right to participate in double major programs opened by the higher education institutions they are studying in. Students enrolled in double major programs can take courses from two diploma programs simultaneously and receive two separate bachelor's degrees if they are successful.
