- Lisans düzeyinde edinilen teorik bilgiye dayalı olarak, bu bilgileri, kamu hukuku alanında uzmanlık düzeyinde geliştirmek ve disiplinler arası etkileşimi kavramak.
- Kamu hukuku alanında edindiği kuramsal ve uygulamalı bilgileri farklı disiplin alanlarından gelen bilgilerle birleştirerek yeni bilgiler oluşturabilmek.
- Hukuki bir konuyu, sistematik olarak, doktrindeki farklı görüşlere ve yargı içtihatlarına da vermek suretiyle açıklayabilmek ve kendi kişisel görüşlerini gerekçeli ortaya koyabilmek.
- Hukukun evrensel ilkeleri ışığında, sosyal ve hukuksal sorunlara eleştirel bakabilmek ve çözümler sunmak.
- Hukuki bir uyuşmazlıkla ilgili yapılabilecek iddia ve savunmaları, yetkili merciler önünde, etkin biçimde sunabilmek.

Applicants must have 55 points at least from the ALES which is made centrally by OSYM. In admitting students to graduate programs, if necessary, in addition to ALES score, undergraduate grade point average (GPA) and interview results can be assessed. Matters related to this evaluation, other documents required to ensure that candidates, how to get ALES score (50% no less) as the assessment weight, what will be the lower limit of the entry grade, is determined by the recommendation of the committee and the Senate's approval. It can be admit by the Senate decision students who just have ALES score. Undergraduate students who have degree first in class from a main art/science departments that is connected to the Institute can be placed in the program providing at least 55 score for ALES when they want to do master. More than one first degree students can not be register at the same period to the main art/science depermant. In the determining of first degree students, formal/organized education and evening education are evaluated together, and the candidate who has higher GPA is placed the program. The regulations on this are determined by the Instiute Committee. | |

- Based on the theoretical knowledge acquired at the undergraduate level, this information to improve the level of expertise in the field of public law and to understand the interaction between disciplines.
- Obtaining an ability to constitute new ideas through combination of theoretical and practical knowledge in the field of public law and knowledge coming from different disciplines.
- Obtaining an ability to explain legal issue, by giving a different opinion in the doctrine and jurisprudence systematically and to reveal justifiedly their personal views.
- In the light of the universal principles of law, obtaining an ability to think critically and to provide solutions to social and legal problems.
- Obtaining an ability to present effectively claims and defenses that can be done about a legal dispute in front of the competent authorities.
