S/he has the ability to express the multidimensional knowledge on historical, geographical, social and cultural issues as well as the principles of economic, social and environmental sustainability in the field of city and regional planning. S/he has the intellectual and theoretical knowledge about human and community oriented, natural and built environment sensitive planning / design / research methods in the field of city and regional planning. S/he has the ability to interrelate the knowledge on principles, ethical values, laws, regulations and standards in the field of city and regional planning. S/he has the ability to define, analyze and evaluate the facts, potentials, problems and the necessary researches about planning, use the quantitative and qualitative research methods and techniques required for evaluation, and interpret them in written, oral and visual forms. S/he has the necessary precision on legal frameworks and ethical principles on public interest, social justice and quality of life, being aware of the benefits of the profession for human rights and society and producing social services. S/he has the necessary self-confidence and competence to conduct, negotiate, reconcile, and direct the work in the field of city and regional planning independently as well as in teams. S/he has the foreign language skills to follow the international developments in the field and communicate effectively with foreign colleagues. S/he has the capacity to follow developments in the information technologies (information, geographic information and communication) in the field and use them interactively at different stages of planning and design. S/he has the necessary scientific and technical skills to produce flexible solutions for the problems and opportunities in the field, to offer alternatives and to evaluate these alternatives. S/he has the ability to think about planning in macro-micro scales as well as regarding planning and design integrity. S/he has creative thinking skills necessary to develop creative solutions to concrete and abstract problems, and has the technical skills and knowledge to express these visually. S/he has the competence to relate intellectually and theoretically the sustainable energy and ecological phenomena in both rural and urban planning. S/he is aware of economic, social, environmental and political transformations and has the capacity to examine the effects of these changes and able to define space with its visual, administrative and financial dimensions. S/he has the ability to design and implement plans and policies to protect nature, cultural and historical heritage for future generations, and to create livable and sustainable spaces while considering the social, economic and cultural needs. S/he has the necessary skills to create resistant cities by taking into account natural, economic and social risks together and taking precautions through urban planning. S/he has the comprehensive knowledge on the processes of decision-making, policy development and management through participatory methods in spatial planning.

Measurement and Evaluation (1) For each course taken, students are given a letter success grade at the end of the semester/year. (2) This grade is given by the instructor of the course. (3) While evaluating the letter grade, a student?s success at classes, mid-terms/final examinations and attendance to classes are considered. The calculation of the letter grade is determined by the approval of the related academic unit and the Senate. (4) The success grade of a student is calculated over 100 points. This grade is called raw success point. (5) A student whose raw success point is under 25.00 is directly given an FF grade and the student fails the course. The success grade of a student whose raw success point is 25.00 and above is evaluated by using the methods determined by the board decisions of the Educational Commission of the University and the Senate; with the letter grades of which coefficients and explanations are mentioned below. After this evaluation, it is also possible that the raw success points 25.00 and above may become FF letter grades. (6) Coefficients and letter success grades are evaluated as shown below: a) Coefficients Letter Success Grades 4.00 AA 3.50 BA 3.00 BB 2.50 CB 2.00 CC 1.50 DC 1.00 DD 0.50 FD 0.00 FF b) The letter grades other than the ones in the clause ?a? are: 1) D: Did not Attend the Course 2) G: Did not Attend the Exam 3) E: Incomplete (The E grades which are not corrected until after 3 weeks from the finalization of letter success grades are converted to FF) 4) VZ: Withdrawn (7) A student whose letter success grade is (AA), (BA), (BB), (CB), (CC), (DC) or (DD) is considered as succeeded the course. However, the CumGPA (Cumulative Grade Point Average) of the student must be at least 2,00 for graduation. Students are required to complete the courses successfully. The grade point average should be at least 2.00 our of 4.00. The total number of credits is minimum 240 ECTS.
