It is an eight-semester higher education program that aims to train specialists in the field of primary education and teachers to work in primary schools.

Education and training is carried out in the form of formal education. Applied courses are carried out in primary schools under the supervision of the Practice Instructor and Practice Teacher in cooperation with the Faculty of Education, Provincial Directorate of National Education and Practice Primary Schools.

• Support students' understandings and developments considering the social and cultural differences as well as their abilities and interests.
• Participate willingly to develop her/himself and her/his institution as being open to new information and ideas.

• Apply the basic values and principles of the educational system and approaches, aims, goals and methods of the specific field of the teaching program.

According to “Başkent University Regulation on Undergraduate Education and Exams”; for each course, students are given at least one midterm and one final exam at the end of the term. The instructor can give quizzes, consider homeworks, projects, lab, or similar works as a midterm.

While assessing term success grade, all the exam results, half-year studies, attendance, and participation is considered. Their percentages are determined by the instructor and declared within two weeks of the course starts to the department or program chairs and students.

Letter grading systems are used to evaluate student achievement. At the end of a semester, one of the following letter grades for each course is given to the students with the appreciation of the lecturer. The student who gets one of the grades (A), (A+), (A-), (B+), (B), (B-), (C+), (C), (C-), (D+), (D) is considered to have succeeded in the course. 'F1' and 'F2' grades show that the student has failed the course. 'F1' is given to students who have attended but failed, whereas 'F2' is given to students who have failed the course due to unattendance. The students who have failed due to unattendance cannot take the end-term exam or if it's given resit exam. Students who got an ‘F1’ or ‘F2’ repeat the course in the following terms. A student whose ATGA and GGA is at least 2.00 and has no repeat courses is considered as a successful student, and with an ATGA and GGA of 1.99 and below is considered to be unsuccessful.

To observe the quality of higher education programs;

• CoHE is responsible for the planning, organization, management and supervision of education and training and other activities carried out in higher education institutions.
• “University Monitoring and Evaluation Reports” of higher education institutions prepared annually within the framework of the criteria determined by CoHE are published. The reports prepared according to these reports, including quantitative and qualitative evaluations of higher education institutions, are shared with the public by CoHE.
• Every year, CoHE publishes the “Foundation Higher Education Institutions Report”, which includes academic, administrative, and financial data on foundation higher education institutions. These reports, which include quantitative and qualitative evaluations of foundation higher education institutions, are shared with the public by CoHE.

Quality assurance of undergraduate programs in higher education is ensured according to the “Procedures and Principles for Ensuring Quality Assurance of Higher Education Diploma Programs”:

1. Creation and Approval of Curricula:
   1. CoHE determines the minimum standards and criteria required for the opening of undergraduate departments and programs in higher education institutions.
   2. The curriculum of undergraduate programs in higher education institutions and the learning outcomes that each program will provide to students are determined by the senates of higher education institutions in accordance with the basic principles determined by CoHE on these issues.
   3. The curricula of the National Core Curricula are adopted by the relevant Council of Deans and implemented by higher education institutions with the approval of the CoHE.
2. Measurement-Evaluation: The measurement and evaluation of the learning outcomes of each undergraduate program is carried out according to the education and training and examination regulations prepared by higher education institutions in accordance with the basic principles determined by CoHE on these issues.
3. Certification: Students enrolled in undergraduate programs, if they successfully complete the course credits and other obligations determined by higher education institutions; receive a bachelor’s degree.
4. Self-Assessment-External Assessment: In the context of continuous monitoring, higher education institutions enter their “Institutional Internal Evaluation Reports” for the previous year into the Information System prepared by the Higher Education Quality Council (THEQC) at the beginning of each year. THEQC shares the “Institutional Feedback Report” prepared for the external evaluation of higher education institutions with the public. In addition, accreditation decisions issued by accreditation bodies authorized or recognized by THEQC also indicate that the quality assurance of the qualifications of the programs is ensured. THEQC conducts regular review activities regarding the qualifications determined in accordance with the legislation.

The Primary Teaching Program has also been accredited by EPDAD (Association for Evaluation and Accreditation of Teacher Education Programs) for 5 years between 24.04.2021 - 24.04.2026.

• Graduating from secondary education institutions or secondary education institutions of foreign countries whose equivalence is approved by the Ministry of National Education and meeting the admission requirements for undergraduate programs of higher education institutions.
• To be assigned in this program as a result of the central exam conducted by the Measurement, Selection and Placement Center, whose procedures and principles are determined by CoHE.

• Those who have a bachelor’s degree can attend to master’s degree programs and, if they meet the relevant requirements, they will be accepted to doctorate programs by a bachelor’s degree.
• Undergraduate students have the right to participate in double major programs offered by the higher education institutions where they are studying. Students enrolled in double major programs can take courses from two diploma programs simultaneously and receive two separate undergraduate diplomas if they are successful.
