• To have competence in the theories and other conceptual approaches related with the discipline of Public Administration and to have the capacity to comment on these theoretical constructions from a critical perspective.
• To recognize, explain and analyze the fundamental concepts of the administrative science, political science, urbanization, sociology and law, and to have the theoretical knowledge and erudition on them.
• To identify national and international politics, law, local and central government, urbanization and environmental problems; to comment on them, to offer solutions
• To be equipped with the knowledge of Turkish Constitutional order, legal framework of human rights and international law.
• To assess and to understand the negative social psychology phenomena globally such as racism, genocide, discrimination, and deindividuation which should be explained in terms of group dynamics, conflicts, motivation, authority, and leadership
• To have the ability of understanding and implementing the methods leading to the scientific political knowledge
• To have the ability to understand and interpreting social and economical phenomena and political developments that shape the social structure of Turkey
• To master Public Law regulations as well as civil law regulations, and to be able to interpret and apply them as well as to be able to follow the changes in them.
• To be qualified with the knowledge of ecological paradigm, theories of political and social ecology, urban theories, urban development and urban regeneration.
• To be able to use Turkish language properly and to have at least the skills of one foreign language; to have advanced level communicative skills and to be able to take part in professional activities and cooperations at both the national and international levels.
• To use the computer technologies and programs confronted at the managerial levels in private and public sector or in academic career; engage in effective and fast communication via modern technology with professional colleagues abroad. To update, evaluate, report and share the information by the help of these technologies.
• To understand the thoughts of important thinkers and philosophical schools who direct political theory and to evaluate political systems of the day from this point of view
• Recognize the state as an institution, government systems, political structures, and political, sociological, administrative, legal, historical, economic, financial aspects on national and international basis, and realize the functioning of the Turkish state system in order to train qualified personnel for the Turkish public bureaucracy, accept the need for professional ethical standards.

Students are required to take a mid-term examination and/or complete other assigned projects/homework during the semester and, additionally, are required to take a final examination and/or complete a final project for course evaluation. Forty percent of the midterm grade and sixty percent of the final exam grade add up to the overall passing grade. Students must attend classes, practices and examinations. Students attendance is followed by the Instructor of the course. Completing successfully all the courses which are in programme and having 2.00 GPA out of 4.00 are necessary conditions for sufficiency.

High school graduates who want to attend Turkish universities are required to get sufficient scores from YGS (Transition to Higher Education Examination) and LYS (Undergraduate Placement Examination) exams. Placements are maintained by ÖSYM (Student Selection and Placement Center) in accordance with the preference of students. Students who gain the right to register Aksaray University, Department of Public Administration must register by providing the required documents at the date as announced on the internet site of university. Criteria set by OSYM and quotas allocated by the university are taken into account in admission of international students

The graduates may employ as expert staff for both the public and private sector.
