Öğretim Programlarının Oluşturulması ve Onaylanması: 1.1. YÖK, yükseköğretim kurumlarında lisansüstü bölüm ve programların açılması için gerekli olan asgari standart ve ölçütleri YÖK belirler. 1.2. Yükseköğretim kurumlarında lisansüstü programlarının müfredatı ve her bir programın öğrenciye kazandıracağı öğrenme kazanımlarının neler olacağı, YÖK’ün bu konularda belirlediği temel ilkelere uygun olarak yükseköğretim kurumlarının senatoları tarafından belirlenir. 2. Ölçme-Değerlendirme: Her bir lisansüstü programının öğrenciye kazandıracağı öğrenme kazanımlarının ölçme ve değerlendirmesinin nasıl yapılacağı, YÖK’ün bu konularda belirlediği temel ilkelere uygun olarak yükseköğretim kurumları tarafından hazırlanan eğitim ve öğretim ve sınav yönetmeliğine göre yürütülür. 3. Belgelendirme: Lisansüstü programlarına kayıtlı öğrenciler, yükseköğretim kurumları tarafından belirlenen ders kredilerini ve diğer yükümlülükleri başarı ile tamamlamaları halinde; lisansüstü diploması alır. 4. Öz Değerlendirme-Dış Değerlendirme: Yükseköğretim kurumları, sürekli izleme bağlamında, her yılın başında bir önceki yıla ait “Kurum İç Değerlendirme Raporlarını” Yükseköğretim Kalite Kurulu (YÖKAK) tarafından hazırlanan Bilgi Sistemine girer. YÖKAK, yükseköğretim kurumlarının dış değerlendirmesine ilişkin hazırladığı “Kurumsal Geri Bildirim Raporu”nu kamuoyuyla paylaşılır. Ayrıca, YÖKAK tarafından yetkilendirilen veya tanınan akreditasyon kuruluşları tarafından verilen akreditasyon kararları da programların yeterliliklerinin kalite güvencesinin sağlandığını gösterir. | Giriş Şartı | Yüksek lisans programına başvurabilmek için adayların aşağıdaki koşulları sağlamaları gerekir: a) Lisans diplomasına sahip olmak. b)Başvurduğu programın puan türünde 55 puandan az olmamak üzere Senato tarafından belirlenecek ALES puanına sahip olmak. (2) Yabancı Diller Bölümü tarafından yapılan ISTEP sınavından, Senato tarafından belirlenen eşdeğer yabancı dil sınavlarından veya Yükseköğretim Kurulu tarafından kabul edilen sınavlardan birinden yeterli puana sahip olmak. (3) Sadece özel yetenek sınavı ile öğrenci kabul eden programlara öğrenci kabulünde ve doktora/sanatta yeterlik/tıpta uzmanlık/diş hekimliğinde uzmanlık/veteriner hekimliğinde uzmanlık/eczacılıkta uzmanlık mezunlarının yüksek lisans programlarına başvurularında ALES şartı aranmaz. (4)Tezsiz yüksek lisans programlarına öğrenci kabulünde ALES veya eşdeğer sınav puanı aranmayabilir. ALES puanı istenildiği durumlarda taban puan Enstitü Yönetim Kurulu önerisi ve Senato kararı ile belirlenir. (5)Bir adayın yüksek lisans programına kabulünde uygulanacak değerleme esasları Enstitü Yönetim Kurulu önerisi ve Senatonun onayı ile belirlenir. ALES puanının bu değerlemeye etkisi %50’den az olamaz. (6)Yabancı uyruklu adayların başvurularında ALES sınav şartı aranmaz. Yabancı uyruklu adaylar ile lisans eğitiminin tamamını yurt dışında tamamlayan Türkiye Cumhuriyeti vatandaşı adayların programlara kabulüne ilişkin usul ve esaslar Enstitü Yönetim Kurulu önerisi ile Senato tarafından belirlenir. (7)Yurt dışından alınmış lisans ve yüksek lisans diplomaları için diplomanın alındığı yükseköğretim kurumunun, alınan eğitim ve derecenin tanınırlığı konusunda YÖK’ün uygun görüşü aranır. Ayrıca Üniversiteye kayıt sırasında adayların YÖK’ten aldıkları diploma denklik veya mezuniyet tanıma belgesini sunmaları gerekir. | |||||||||||||||||||||||
| Başarma Şartları | Tezsiz yüksek lisans programını tamamlama süresi, bilimsel hazırlık süresi hariç en az iki, en fazla üç yarıyıldır. Programlarında öngörülen kredili ve kredisiz dersleri ve dönem projesi dersini başarıyla tamamlayan öğrenciler mezuniyete hak kazanırlar. Bu doğrultuda; (1) Tezsiz yüksek lisans programından mezun olabilmek için mezuniyet yükümlülükleri kapsamında belirtilen tüm dersleri, dönem projesini ve toplam AKTS kredisini başarıyla tamamlamak gerekir. (2) Tezsiz yüksek lisans diploması üzerinde öğrencinin kayıtlı olduğu Enstitü anabilim dalındaki programın YÖK tarafından onaylanmış adı bulunur. (3) Dönem projesi raporunun danışman tarafından onaylanmış hali, akademik takvime göre eksik notların tamamlanması için son tarihe kadar anabilim dalı başkanı onayıyla Enstitüye teslim edilir. (4) Tezsiz yüksek lisans programına devam edenler, tezli yüksek lisans programı için belirlenmiş olan asgari başvuru şartlarını yerine getirmek kaydıyla tezli yüksek lisans programına geçiş yapabilirler. Bu durumda tezsiz yüksek lisans programında alınan dersler Enstitü Yönetim Kurulu kararıyla tezli yüksek lisans programındaki derslerin yerine sayılabilir. | |||||||||||||||||||||||

| Access Requirements | In order to apply for a master's program, candidates must meet the following conditions: a) To have a bachelor's degree. b) To have ALES score to be determined by the Senate, not less than 55 points in the score type of the program applied for. (2) To have a sufficient score from the ISTEP exam conducted by the Department of Foreign Languages, equivalent foreign language exams determined by the Senate or one of the exams accepted by the Council of Higher Education. (3) ALES is not required for admission to programs that accept students only by special aptitude exam and for the applications of doctorate / proficiency in art / specialization in medicine / specialization in dentistry / specialization in dentistry / specialization in veterinary medicine / specialization in pharmacy graduates to master's programs. (4) ALES or equivalent exam score may not be required for admission to non-thesis master's programs. In cases where ALES score is required, the base score is determined by the recommendation of the Graduate School Executive Board and the decision of the Senate. (5)The evaluation principles to be applied in the admission of a candidate to a master's program are determined by the proposal of the Graduate School Executive Board and the approval of the Senate. The effect of ALES score on this evaluation cannot be less than 50%. (6)ALES exam requirement is not required for the applications of foreign candidates. The procedures and principles regarding the admission of foreign candidates and candidates from the Republic of Turkey who completed their undergraduate education abroad are determined by the Senate upon the proposal of the Institute Administrative Board. (7) For bachelor's and master's degrees obtained from abroad, the appropriate opinion of the higher education institution where the diploma is obtained and the approval of YÖK is sought for the recognition of the education and degree received. Students who successfully complete the credit and non-credit courses and the term project course prescribed in their programs are eligible for graduation. Accordingly; (1) In order to graduate from the non-thesis master's program, it is necessary to successfully complete all the courses, term project and total ECTS credits specified within the scope of graduation obligations. (2) On the non-thesis master's diploma, the name of the program in the Graduate School department where the student is enrolled, approved by YÖK, is found. (3) The term project report approved by the advisor is submitted to the Graduate School with the approval of the head of the department until the deadline for completing the missing grades according to the academic calendar. (4) Those who continue their master's program without thesis can transfer to a master's program with thesis provided that they fulfill the minimum application requirements for the master's program with thesis. (2) In order to be considered successful in a course in graduate programs, a minimum grade of CB is required.

YÖK is responsible for the planning, organization, management and supervision of education and training and other activities carried out in higher education institutions.
"University Monitoring and Evaluation Reports" of higher education institutions prepared annually within the framework of the criteria determined by YÖK are published. The reports prepared according to these reports, including quantitative and qualitative evaluations of higher education institutions, are shared with the public by YÖK.
Every year, YÖK publishes the "Foundation Higher Education Institutions Report", which includes academic, administrative and financial data on foundation higher education institutions. These reports, which include quantitative and qualitative evaluations of foundation higher education institutions, are shared with the public by YÖK. Quality assurance of graduate programs in higher education is ensured according to the "Procedures and Principles for Ensuring Quality Assurance of Higher Education Diploma Programs":
1. Creation and Approval of Curricula:
1.1. YÖK determines the minimum standards and criteria required for the opening of graduate departments and programs in higher education institutions.
1.2. The curriculum of graduate programs in higher education institutions and the learning outcomes that each program will provide to the student are determined by the senates of higher education institutions in accordance with the basic principles determined by YÖK on these issues.
2. Assessment and Evaluation: The measurement and evaluation of the learning outcomes that each graduate program will provide to the student is carried out according to the education and training and examination regulations prepared by higher education institutions in accordance with the basic principles determined by YÖK on these issues.
3. Certification: Students enrolled in graduate programs receive a graduate diploma if they successfully complete the course credits and other obligations determined by higher education institutions.
4. Self-Assessment-External Evaluation: In the context of continuous monitoring, higher education institutions enter their "Institutional Internal Evaluation Reports" for the previous year into the Information System prepared by the Higher Education Quality Council (YÖKAK) at the beginning of each year. YÖKAK shares the "Institutional Feedback Report" prepared for the external evaluation of higher education institutions with the public. In addition, accreditation decisions issued by accreditation bodies authorized or recognized by YÖKAK also indicate that the quality assurance of the qualifications of the programs is ensured. YÖKAK conducts regular review activities regarding the qualifications determined in accordance with the legislation.
In order to apply for a master's program, candidates must meet the following conditions:
a) To have a bachelor's degree.
b) To have ALES score to be determined by the Senate, not less than 55 points in the score type of the program applied for.
(2) To have a sufficient score from the ISTEP exam conducted by the Department of Foreign Languages, equivalent foreign language exams determined by the Senate or one of the exams accepted by the Council of Higher Education.
(3) ALES is not required for admission to programs that accept students only by special aptitude exam and for the applications of doctorate / proficiency in art / specialization in medicine / specialization in dentistry / specialization in dentistry / specialization in veterinary medicine / specialization in pharmacy graduates to master's programs.
(4) ALES or equivalent exam score may not be required for admission to non-thesis master's programs. In cases where ALES score is required, the base score is determined by the recommendation of the Graduate School Executive Board and the decision of the Senate.
(5)The evaluation principles to be applied in the admission of a candidate to a master's program are determined by the proposal of the Graduate School Executive Board and the approval of the Senate. The effect of ALES score on this evaluation cannot be less than 50%.
(6)ALES exam requirement is not required for the applications of foreign candidates. The procedures and principles regarding the admission of foreign candidates and candidates from the Republic of Turkey who completed their undergraduate education abroad are determined by the Senate upon the proposal of the Institute Administrative Board.
(7) For bachelor's and master's degrees obtained from abroad, the appropriate opinion of the higher education institution where the diploma is obtained and the approval of YÖK is sought for the recognition of the education and degree received. In addition, during enrollment at the University, candidates must submit the diploma equivalency or graduation recognition certificate obtained from YÖK.
